As if any reminders were needed, the leak of some outstanding issues related to the Arbil agreement over the weekend only served to underline the essentially utopian and completely unimplementable character of that whole concord.

The published list is not an “agreement” at all; rather it is a schedule of legislative priorities that includes several items seen as particularly difficult, including the law on the supreme court which constitutionally requires a two-thirds majority.
