Baghdad {: News} Euphrates long-MP for the rule of law, Mahmud Hassan, Presidency of the Council of Representatives to put an end to the phenomenon of the absence of the House of Representatives the same time warning of the danger of Representatives absent from the meetings of Parliament and the reflection on the Iraqi street.
And raised the Presidency of the Council of Representatives several sessions because of a lack of quorum, partly because of objections by some representatives on the projects and other matters to be raised by the session, including travel, some out of Iraq, including the suspension of some of attendance and other reasons, the last of this phenomenon adjournment Monday to day 14 of the month current due to lack of quorum, which was scheduled to vote on the appointment, during which members of the Federal Court discriminatory and discuss the draft law on the federal budget for the year 2012.
Hassan said in a statement to the Euphrates News Agency {} "Unfortunately, the phenomenon of the Council of Representatives to postpone because of a lack of quorum to the absence of the deputies' attendance was repeated more than once, despite the deduction of $ 500 thousand dinars of each deputy is absent."
He added that "several sessions postponed to another time and delayed projects because of significant laws, including service in direct contact with the lives of citizens Kalmoisna financial and other."
He also called on the Presidency of the Council of Representatives of law "to put tough measures that would force the House to attend the meetings, because the MP is a representative of the people and he has to make the maximum effort to not disrupt their service projects."
Hassan said that "the delay in the implementation of the budget, due to the absence of Representatives or delay the final accounts or other things that cause confusion in the work of the Ministry of Finance for projects to be completed by this budget."
The House of Representatives Iraq had agreed earlier in the application of measures to reduce the absent member is to cut the proportion of the monthly salary in the event of absences without a legitimate excuse or sick leave, and if repeated absences of five sessions, foreshadowing, and miss the ten sessions of the legislative term of the one addressed formally and displays it to the Council of Representatives for action.
Some observers expect that the replacement of members of the law if implemented will create a list of differences between the National Alliance and the fact that the Iraqi leader Iyad Allawi's Iraqi List will include the law because of his absence to attend frequent meetings of the Council of Representatives.
Paragraph II of Article 18 of the Rules of Procedure of the House of Representatives that "the Presidency directed in case of repeated absences without a legitimate excuse five consecutive or ten times is a row during the annual session a warning in writing to the member absent invites him to commit to attend in the case of non-compliance with the Presidency presents the matter to the Council at the request of the Commission.
